JOB TITLE: Deputy Fire Chief / Fire Prevention Officer
DEPARTMENT: Fire Department

REPORTS TO: Fire Chief

CLASSIFICATION: Full-Time, Non-Unionized

SALARY: $67,274 – $78,710 annually

POSITION SUMMARY
Under the direction of the Fire Chief, this position is responsible for ensuring all policies and programs are carried out to provide a high standard of fire prevention and inspections of fire hazards. Considerable independence of judgment and action is required in carrying out assignments in accordance with department policies, plans and objectives. The Fire Prevention Officer/Deputy Fire Chief is responsible for overseeing the training to ensure that fire department members are trained to current standards and that documentation and records are being maintained. The Fire Prevention Officer/Deputy Fire Chief provides public education with respect to fire safety and fire prevention; conducts inspections and enforces the Ontario Fire Code, other relevant legislation and standards; and performs inspections of facilities and equipment. The Fire Prevention Officer/Deputy Fire Chief acts for the Fire Chief in the latter’s absence and at such times is in complete charge of the departmental operations.

DUTIES & RESPONSIBILITES
The duties of the position include, but are not limited to:
•Ensuring emergency services are provided to residents of the Municipality of Magnetawan and any other Municipality or Municipality identified through legal agreements so far as the terms of those agreements clearly identify.
•Serving as Duty Officer on a rotational shift to ensure that a senior officer is in attendance at major fires or incidents.
•Assisting the Fire Chief with the formulation of municipal policies, programs, and services:
• The Fire Prevention Officer/Deputy Fire Chief shall review and update the “Establishing and Regulating By-law” on an annual basis.
• The Fire Prevention Officer/Deputy Fire Chief shall ensure the Emergency Plan is relevant.
• The Fire Prevention Officer/Deputy Fire Chief shall review, update, and control all department related legislation as required.
• The Fire Prevention Officer/Deputy Fire Chief shall review, update, and recommend agreements that are relevant to the safe operation of the department.
•Conducting inspections, investigations, and enforcement activities in accordance with the Ontario Fire Code, the Fire Protection and Prevention Act, and applicable municipal by-laws.
•Developing, implementing, and maintaining fire prevention and public education programs, including community risk reduction initiatives.
•Assisting with emergency response, including incident command functions, firefighter support, and operational decision-making.
•Ensuring compliance with the Occupational Health and Safety Act so that safety is promoted, situations that contravene the OHSA are identified, avoided and corrective actions are taken to resolve health and safety concerns.
•Communicating with the public through the media in accordance with fire department policies and operating guidelines so that the public and media are aware of fire prevention and fire safety skills and knowledge that reduce injuries, loss of life and property.
•Evaluating, recommending for approval and/or approving fire safety plans so that the plans are in compliance with applicable legislation, codes, and standards.
•Providing a variety of fire department personnel training in relation to fire safety plans and implementation, inspection and public education programs, along with other technical support training as required in fire prevention, so that department personnel can apply pertinent and accurate information to emergency situations and be able to perform their tasks in an efficient and effective manner.
•Coordinating and delivering training programs to volunteer firefighters, ensuring compliance with departmental standards and applicable NFPA requirements.
•Assisting with departmental administration, including reporting, records management, pre-incident planning, and equipment oversight.
•Providing leadership, guidance, and mentorship to volunteer firefighters.
•Providing departmental coverage during Fire Chief absences (training, meetings, vacation, etc.).
•Participating in community events, public education activities, and representing the department in a professional manner.
•Conducting post fire investigations and completing all relevant reports.
•Performing administrative activities so that reports and statistical data are collected and stored, and the Fire Prevention Division functions in accordance with fire department policies and operating guidelines.
•Performing other related duties as assigned by the Fire Chief.

SUPERVISION REQUIREMENTS
This position will be able to select, appoint, assign, direct, evaluate, reward, discipline, recommend suspension, demotion and follow up on complaints as per Municipal Policies. The Fire Prevention Officer/Deputy Fire Chief will be able to delegate duties, responsibility, and authority to other members of the fire supervisory team of ranking officers.
CREDENTIALS/EXPERIENCE REQUIRED
•NFPA 1001 Firefighter I & II (or provincial equivalent).
•NFPA 1031 Fire Inspector I (minimum); Fire Inspector II considered an asset.
•NFPA 1035 Fire and Life Safety Educator I (or willingness to obtain).
•NFPA 1021 Fire Officer I (minimum); Fire Officer II preferred.
•Demonstrated experience in fire service operations; experience in a supervisory or leadership role is an asset.
•Strong knowledge of the Ontario Fire Code, FPPA, and related standards.
•Excellent communication, organizational, and report-writing skills.
•Valid Class DZ license (or ability to obtain), Must have a clean current Police Records Check and maintain same. Any and all changes must be disclosed to the Municipality immediately.

•Knowledge of Municipality boundaries and civic address system.
•Strong organizational skills to prioritize workload and perform tasks without direct supervision.
•Live within Municipality boundaries or be able to demonstrate the ability to respond to emergency incidents within a prescribed timeframe.
•Good judgment and decision-making skills.
•Strong written and oral communication skills.
•Strong leadership skills with the ability to influence decisions and effect change.

PHYSICAL DEMANDS AND WORKING CONDITIONS
This position involves a combination of office work, fire station duties, and field operations. Attendance at emergency incidents, training sessions, community events, and occasional evening and weekend commitments is required.
•Position is a full-time salaried position based on a 40-hour work week schedule typically 8:00-4:30 with a half hour lunch break.
•40 hours cover office time, as well as time spent on inspection, prevention, education, meetings, training, Court appearances and call out.
•“On-call” attendance at emergency incidents is a priority and required of this position.
•Attendance at training and evening meetings is also required.
•Some work is conducted in an office environment with some exposure to criticism from the public.
•Requirement to juggle priorities.
•Deal with constant interruptions and changing demands during the course of a workday; occasions whereby an extremely short amount of time is available to complete a project or task.
•Wide variety of tasks requiring ability to manage multiple projects; while maintain a pleasant, professional, and positive demeanor.
•Requirement for sufficient physical ability and mobility to work both in an office setting and outside; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull amounts of weight (25 kg); to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate office equipment and vehicle.
•Must be in good physical health, and capable of performing all work, including occasional lifting, pushing, and pulling heavy objects, working with various chemicals, and working in confined spaces.
•Work in all types of weather, times, and environmental conditions.
•Required to operate or drive equipment for extended periods of time.

The Deputy Fire Chief / Fire Prevention Officer (DFC/FPO) is a senior leadership role within the Municipality of Magnetawan Fire Department, supporting the Fire Chief in the delivery of fire protection, prevention, training, and community education services. The DFC/FPO ensures the department operates efficiently, safely, and in compliance with the Ontario Fire Code, Fire Protection and Prevention Act, and related legislation.
This position is responsible for conducting inspections, enforcing fire safety regulations, reviewing and approving fire safety plans, and implementing community risk reduction initiatives. The DFC/FPO also oversees training and professional development for volunteer firefighters, ensuring personnel meet current standards, maintain accurate records, and are prepared for emergency response. Acting as a mentor, the DFC/FPO fosters a culture of safety, professionalism, and continuous improvement within the department.
The DFC/FPO assumes full operational responsibility in the Fire Chief’s absence, including emergency incident command, departmental decision-making, and administrative oversight. This role also serves as a key liaison with the public, municipal council, and external agencies, delivering fire prevention education and representing the department with professionalism, leadership, and commitment to community safety.
